Ranking is done based upon number of problems solved, with the amount of 
time charged being the tie-breaker.  The time charged to a team correctly 
solving a problem is 

               (t' - t) + (20 minutes * z) 

where t is the time at which the contest began, t' is the time at which the
team's correct solution was submitted, and z is the number of times the team
submitted an incorrect solution for the same problem.  (No time is charged
against a team for submitting incorrect solutions to a problem that it fails 
to solve in the end.)
